Permanent site secured for NW Washington VA clinic : VA Puget Sound Health Care System is proud to announce that it has secured a permanent site for its community based outpatient clinic in Mount Vernon. Speaker Pelosi visits VA Puget Sound: On June 13, Speaker of the House Nancy Pelosi visited the Seattle division of VA Puget Sound Health Care System. Speaker Pelosi visited VA Puget Sound at the invitation of Congressman Jim McDermott who accompanied her during the visit along with Congressmen Norm Dicks and Jay Inslee.
Speaker Pelosi and the congressmen first attended a briefing with VA Puget Sound and VISN 20 leadership. The briefing included presentations on Polytrauma care, rehabilitation care services and deployment health. Next, she toured several clinics and met with patients in the Center for Polytrauma Care and Spinal Cord Injury unit. Her visit ended with a press conference covering her visit.
Speaker Pelosi and the members of our Delegation shared that they were very impressed and pleased with the great work done at VA Puget Sound. They were personally moved by the interactions with the patients.

VA to assist veterans facing home foreclosures: Many home owners have found it difficult recently to pay their mortgages, but quick intervention by loan counselors at the Department of Veterans Affairs (VA) has actually reduced the number of veterans defaulting on their home loans.

Improvements to VA website: You may notice that VA’s Internet pages (www.va.gov)/a> look a little different. The most obvious changes are a smaller banner at the top of every page and an improved search feature, including the option to search the entire VA Web site or just the section you are visiting. Other changes, such as fewer navigation buttons on the left-side of many pages, will be noticeable in the weeks ahead as webmasters adapt new design options. The changes are based on suggestions made in many of the more than 116,000 visitor satisfaction surveys received in the past year and a half.

VA One Of Only Three Agencies To Meet 2006 Veterans Goals: Federal Computer Week reported, "Homeland Security Department officials hope a new...contract" set aside for service-disabled, veteran-owned small businesses will help them reach the one small-business goal the agency failed to reach in fiscal 2006. FCW added that according to the Small Business Administration's Small Business Procurement Score Card, the Veterans Affairs Department, SBA and the State Department were the only three of 24 agencies that met their veterans goal in 2006.

Minority Veterans Program: The overall goal of the Minority Veterans Program is to coordinate efforts to raise the consciousness and awareness of VA Puget Sound Health Care System Staff, Minority Veterans, and their families concerning all available services and benefits. VA Puget Sound Health Care System has two committees that work to ensure that our overall goal is met. They are the Joint American Indian Veterans Advisory Council (JAIVAC) and the Minority Veterans Advisory Committee. Free Valet Parking for Patients at the Seattle Division: VA Puget Sound is pleased to offer our patients free Valet Parking at the Seattle Division. The Valet Parking is located in the North Parking Lot by the flagpole.
Please enter VA Puget Sound from South Columbian Way entrance, and then follow the blue and white signs to the valet booth near the flag pole.
This service is designed for patients ONLY, and is available Monday through Friday excluding holidays, from 8:00am to 4:00pm.
As a reminder, no tipping is allowed.

State regulators say lender is misinforming consumers of VA association: State regulators have accused a Colorado lender of soliciting thousands of Washington consumers for home loans in violation of state consumer laws.
The Department of Financial Institutions, or DFI, said it seeks to revoke the license of Assurity Financial Services LLC, alleging that the company sent misleading mailings to homeowners to solicit them for a home loan.
In the mailings, Assurity falsely implied that it was associated with federal government agencies, including the Departments of Veterans Affairs and Housing and Urban Development, according to DFI's statement of charges filed this week.

Director of state veterans affairs receives prestigious award from VA Secretary: John Lee, director of the Washington Department of Veterans Affairs, recently received the prestigious Diamond Award from VA Secretary James Peake. Mr. Lee accepted the award from Secretary Peake at a recent conference of state veterans affairs directors in Washington DC.
The Diamond Award is given by the secretary to individuals outside the federal VA who "support the mission of the VA and by their actions and deeds demonstrates on a daily basis the honor due to this nation’s veterans". This is only the second time in the award’s history it has been given.
As agency director, Mr. John Lee is responsible for advocacy and outreach to veterans within the State of Washington. Mr. Lee oversees a Post Traumatic Stress Disorder and War Trauma Treatment Program that provides readjustment-counseling services to war ear veterans and their family members. These services include grief and counseling support services for eligible family members of state residents deployed from the National Guard and military reserves in times of conflict.
Mr. Lee also works very closely with the Seattle VA Regional Office and jointly sponsors training programs for Service Officers from all Veterans Service Organizations with clients in the state to insure they fully understand VA laws and procedures to submit claims.

Economic Stimulus Payments Available for Taxpayers: More than 130 million households will receive economic stimulus payments under the Economic Stimulus Act of 2008, beginning in May. The IRS needs your help in reaching taxpayers in your state that are eligible for these economic stimulus payments. Taxpayers that have federal income tax filing requirements and certain taxpayers that do not have a federal tax filing requirement are eligible. It is simple and easy. All they have to do is file a 2007 tax return and the IRS will do the rest. The IRS will automatically figure the payment and send the payment to the taxpayers in your state. In most cases, taxpayers will not have to do anything extra this year to get the rebate. Even those who normally don’t file must file to receive a stimulus payment.

National Women’s History Month: VA proudly joins the Nation in celebrating Women’s History Month during March. National Women's History Month grew from an effort to recognize and celebrate the accomplishments of women in American history.
In 1980, President Carter issued the first Presidential Proclamation calling on the American people to remember the contributions of women. By 1987, fourteen governors had declared March as Women's History Month and, that same year, Congress and the President followed by declaring March as National Women's History Month.
To honor the originality, beauty, imagination, and multiple dimensions of women’s lives, the 2008 National Women’s History Project theme for the observation is “Women’s Art: Women’s Vision.”
Overall, VA employment of women in permanent positions grew to 58.93 percent in fiscal year (FY) 2007. Also in FY 2007, women in the leadership pipeline grew to 45.58 percent, women in the SES grew to 30.43 percent, and the number of female veterans grew to 7.42 percent. Managers and supervisors are encouraged to plan observance activities this month -- and throughout the year -- to honor these women for delivering vital health care, benefits, and memorial services to our Nation’s veterans and their families. More Education Benefits Coming to Reservists, Guardsmen: Changes Affect Those with Multiple Tours
Some members of the National Guard and the Reserves who serve on active duty will see a significant increase in their educational benefits, thanks to improvements announced today by the Department of Veterans Affairs (VA).
“Reservists and National Guardsmen who serve multiple tours on active duty may get an increase in their educational benefits, in keeping with the value of their service to our nation,” said Secretary of Veterans Affairs Dr. James B. Peake.
Under new provisions, members who accumulate three years on active duty, regardless of breaks in service, may be eligible for the maximum payment under the Reserve Education Assistance Program (REAP). Previously, reservists and guardsmen had to serve two continuous years on active duty to receive the highest payment.
The new eligibility rules are retroactive to October, 1, 2007. The top payment under REAP is currently $880.80 per month.
The new law, part of the National Defense Authorization Act, also expands the period of eligibility for certain Guard and Reserve members who complete their service obligation before separation from the selected reserve.
Members meeting these criteria may be eligible to use REAP benefits for a period of ten years following discharge. Benefits typically end upon separation for members who do not complete their full, obligated service.

Secretary's Message to Employees on the Resignation of Under Secretary for Benefits Daniel L. Cooper: It is with sincere regret, yet distinct pride that I acknowledge the departure of Vice Admiral Daniel L. Cooper from his post as Under Secretary for Benefits in the Department of Veterans Affairs on April 1, 2008. It is hard to lose the experience, wisdom and leadership Admiral Cooper has provided; I will particularly miss his steadfast dedication to VA’s bottom line – serving veterans.
Six years ago, he brought an outsider’s critical perspective to the challenges faced by the Veterans Benefits Administration and established a course of operational objectives that has guided VBA through changing and sometimes turbulent seas. His hand on the tiller has been steady and strong.
During his tenure with VA, the public spotlight on veterans’ benefits has grown with ever-increasing claims numbers generated by legislation, a new generation of combat veterans and our increasing number of elderly veterans. Admiral Cooper not only acknowledged the changes and challenges, but made sure they were thoroughly understood by VA and its stakeholders. He ducked no bullets and met those challenges with honest analysis, thorough planning and efficient implementation.
On behalf of the Department of Veterans Affairs and the veterans we serve, I thank Admiral Cooper for his leadership and service and honor him for a lifetime devoted to serving this Nation and its people.

Interim Community Based Outpatient Clinic opened in Mount Vernon: Veterans living in the Skagit, North Snohomish, Whatcom, Island, San Juan and surrounding counties can look forward to having their primary and mental health needs taken care of closer to home. The clinic is being phased in and will accept more patients as capacity grows to meet demand.

Article about VA robotics study in the Seattle Post-Intelligencer: An article was recently published in the Seattle Post-Intelligencer about a study occurring at VA Puget Sound that uses the assistance of robotic devices to help veterans recovering from a recent stroke. Veterans recently suffering a stroke affecting arm movement at least 6 months ago are needed as volunteers for this study.

Combat Veterans Eligibility for VA Health Care Benefits has been Extended!: Under previous eligibility rules, combat veterans who served in a theater of combat operations after November 11, 1998 were eligible to be enrolled in Priority Group 6 and receive cost-free health care for two years after discharge for conditions potentially related to combat service.
The law has changed to extend eligibility for VA health care for eligible combat veterans! On January 28, 2008, the National Defense Authorization Act (NDAA) became law. This new law extends health care eligibility for combat veterans as follows:
· Currently enrolled veterans and new enrollees who were discharged from active duty on or after January 28, 2003 are eligible for the enhanced benefits, for 5 years post discharge.
· Veterans discharged from active duty before January 28, 2003, who apply for enrollment on or after January 28, 2008, are eligible for the enhanced benefit until January 27, 2011.

Participants needed for stroke study: Veterans who have had a stroke are needed for a VA Cooperative Studies funded research study using robotic-assisted exercise. Recent studies of people with arm weakness after stroke have begun to find that intensive therapy can lead to significant improvements even among people who had the stroke in the past. Veterans may be eligible if they had a stroke at least 6 months ago and the stroke affected their ability to use their arm or hand. For more information or to refer someone please call 206-277-3460.

This is consistent with past patterns of flu cases spiking in the Northwest in January and February.

Parking Relief Ahead: Two new parking lot projects will begin construction on Saturday, January 12. During the first phase of construction, 20 spots will be temporarily removed in parking Lot B on the west side of campus, and 47 spots plus the gravel lot in Lot E on the south side of campus. When the lots re-open with preliminary paving in mid-February, Lot B will be expanded by 63 new spots and Lot E will have 57 new spots.
A beautiful formal entry drive into the facility will be developed and, combined with the new exterior signage project, will provide a striking landmark in the Beacon Hill community. The new entry drive design will include substantial landscaping changes. Some trees currently located on the new parking sites adjacent to Lots B and E will be removed beginning Saturday, January 12. New trees will be planted in both new parking lots and more new trees will be included in the Fisher House landscaping.

Contacting VA Puget Sound: As the result of a new telephone system, persons who contact VA Puget Sound must use the * (star) key in front of the extension you want to reach. The voice recording indicates this, but some persons who use the 800 number frequently and who know the extension of the person or area, may not listen to the new instructions. Remember, you must first press the * (star) key on the telephone key pad before you dial the extension.

Closed Road - American Lake Division: Due to construction of Building 199, two streets will be closed temporarily for the installation of underground utilities. Starting immediately, the one-way road between the Laundry (Building 143) and the Maintenance Shops (Buildings 19 and 20) will be closed. This road will be closed off and on for the next several months. Traffic can use the streets on the far side of the Laundry. Starting next week, weather dependant, Engle Way will be closed between Buildings 18 and T-98 and between Buildings 16 and 17. All traffic that needs access to the rear of Buildings 2, 71, and 3, including delivery vehicles, can use Custis Road. Work Operations on December 24: In support of VA’s mission, VA Puget Sound VA Healthcare System’s medical centers in Seattle and American Lake will remain open for during normal hours from 8:00am - 4:30pm on Monday, December 24th. Emergency Room and Urgent Care will also operate as normal.

VA Respond to CBS News Stories: Statement on CBS News Stories Aired November 13 and 14
WASHINGTON – Every suicide in America is a tragedy. VA cares about each veteran and their physical and mental health. We have more than 10,000 mental health workers who have dedicated themselves to helping veterans cope with the issues and crises they face. We operate a veteran suicide hotline which is available 24 hours a day, seven days a week, to help any veteran in need. That number is 1-800-273-TALK (8255). VA has suicide prevention coordinators at each of our VA Medical Centers.
VA strongly encourages veterans who may be considering harming themselves in some way to seek treatment from VA or other health care providers in their communities. Our people are there to help during a crisis. VA's care and treatment works and is available for veterans with PTSD, depression and other mental health problems.
VA operates the largest mental health care system in the country, spending $3 billion each year on its mental health programs, and has taken several measures to increase its mental health services in recent years. Those include new programs bringing mental health into primary care, intensified rehabilitation for those with serious mental illnesses, and expanded programs for homeless veterans and those with substance abuse problems.
VA is concerned that the data CBS presented in its broadcast was not reviewed by independent scientists as most legitimate academic studies are. Regardless of this questionable journalistic tactic, VA takes the problem of suicide very seriously and wants veterans to come to VA for help if they are under stress or in crisis.
VA is constantly reviewing scientific findings, both from our own research and that of others, to guide us in improving care for veterans. We are reviewing the limited information that CBS has made available to us and are accelerating our own research to ensure we are doing everything possible to improve the information available to the medical and research communities about suicides in veterans as a means of better understanding how to prevent these tragedies.

New Construction Project at American Lake: A new construction project is scheduled to start at the American Lake Campus on October 22nd 2007. A new building will be built in the grassy field between the laundry (Building 143) and the maintenance shops (Building 20). The new building will house the campus computer network/servers and ISS staff, the building will also have CAC and CHIPS offices along with research freezer space. There may be a slight increase in traffic on Veterans Drive, but otherwise there should be very little impact to campus operations for now. Healthy Volunteers 65 Years of Age or Older Needed: VA Puget Sound Health Care System is participating in a clinical trial testing methods for giving the Flu Vaccine. Healthy Volunteers 65 years of age or older are needed for research to examine the immune response to the flu vaccine. Visits will include blood work and vaccine injection. Volunteers will be compensated for time and travel. Eligible veterans and non-veterans are welcome to participate. Parkinson's Disease Patient Education Classes: We will begin on October 16, building 1/room 240, at 1:30pm – 3:30pm. There will be future additional classes that will be held in the same location and same time. Future classes will be published in the daily bulletin, keep your eyes peeled. The following classes will be the first two classes out of eight classes that will be presented. The future classes will run December 18, 2007, February 19, 2008, April 15, 2008, and June 17, 2008.

Disabilities Employment Awareness Month: VA Puget Sound Health Care System (VAPSHCS) joins the nation in recognizing the achievements and contributions to the American workforce by persons with disabilities, and will host a Disabilities Employment Awareness Event.
DeAnn Dietrich, Deputy Director, VA PSHCS will provide opening remarks. Dr. Jay Uomoto, Director, Polytrauma Center, VA PSHCS, will discuss inpatient rehabilitation services to our veterans with complex physical and mental health conditions. A panel of people with disabilities will discuss their work experiences and perspectives.

Lizard Spit Helps Type 2 diabetics Lose Weight: Lizard spit is helping some Type 2 diabetics lose weight. Don't worry. They don't have to drink it. They inject it. Byetta, a drug whose active ingredient is the synthetic version of a protein produced in the spit of the Gila monster, has been found to cause considerable weight loss in some of its users. It was developed after Dr. John Eng, an endocrinologist at New York City's Bronx VA Medical Center, convinced Amilyn and Eli Lilly of the potentially therapeutic benefits of a protein he had discovered in the Gila monster's saliva. Some 200 patients taking the drug were monitored for three years. The patients lost an average of
11 pounds, with the most pounds shed in the first year. Considering that the average Body Mass Index (BMI) of patients in the study was 33.5, the weight loss was described as "modest" by lead researcher Dr. John Buse, chief of endocrinology at the University of North Carolina-Chapel Hill's School of Medicine. The findings are promising for patients with Type 2 diabetes since obesity is a major contributor to the disease and some diabetes treatments can cause weight gain. Byetta is a self-injected synthetic hormone that was approved by the U.S. Food and Drug Administration in 2005. In addition to boosting insulin production in
patients, Byetta curbs the rate at which the stomach empties itself and may interact with the region of the brain responsible for the sensation of fullness.

Mental Illness Awareness Day: Mental Illness Awareness Day will be held at the American Lake division in building 9, auditorium on October 11th, 12:30 – 4 p.m. Since 1990 the U.S. Congress and President have recognized the first week in October as Mental Illness Awareness Week. With modern research and decreased public fear and stigma, we have learned that biological-based illnesses such as, major depression, bipolar disorder, schizophrenia, obsessive-compulsive disorder, and anxiety disorders, including Post Traumatic Stress Disorder are NOT the fault of the individual or family. For veterans, families, and even VA employees about 1 in 5 are directly impacted by these illnesses, but often suffer alone. The VA, public mental health and private providers now recognize recovery is possible and are making major changes to provide education, support, and active consumer/family participation. Our first annual event will include veterans, family, and community speakers along with our Suicide Prevention Coordinator and Recovery Coordinator. Community Reintegration Services: The Community Reintegration Services is expanding. Beginning 7/30/2007 we will be launching an expansion of the Compensated Work Therapy (CWT) program into Seattle. We will be providing return to work services for those veterans who have been experiencing employment difficulties. Services could include vocational assessment and counseling, placement in short term paid work placements within the facility or in the community, and work adjustment and job search training through groups and classes and a partnership with State of Washington Work Source.

Update on Preliminary Denial of Accreditation: The Joint Commission arrived at VA Puget Sound to conduct its routine unannounced triennial survey May 14 – May 17, 2007. At that time, both divisions of the facility, Seattle and American Lake, were reviewed. At the conclusion of the survey, the team issued an expedited Preliminary Denial of Accreditation decision due to their determination that an immediate threat-to-life existed on four inpatient mental health (psychiatry) wards.

Regional Veterans Day: Planning a Veterans Day ceremony in your community? Apply to be designated as a "Veterans Day Regional Site." Each year, the Veterans Day National Committee, chaired by the Secretary of Veterans Affairs, recognizes select Veterans Day observances throughout the country that represent fitting tributes to America's heroes. From stirring parades and ceremonies to military exhibits and tributes to distinguished veterans, these events serve as models for other communities. The Secretary of Veterans Affairs recognizes ceremonies designated as Regional Sites and sends letters to the governors of those states encouraging them to support these events. In addition, the Secretary asks the Department of Defense to lend military support to these observances when available. Women's History Month: During March, VA PSHCS proudly joins the Nation in celebrating Women’s History Month. Overall, VA employment of women grew to 58.76% in fiscal year (FY) 2006. Also in FY 2006, women in the VA leadership pipeline grew to 33.57% percent, women in the SES grew to 27.37%, and the number of female veterans grew to 16.32%. In celebration of Women’s History Month, the EEO Advisory Committee will host a Lunch and Learn featuring the movie, “During the War Women Went to Work,” a tribute to the women of Washington State during WWII and the role they played in changing history. Have You Heard: February 28, 2007 An Operation Iraqi Freedom veteran who returned from combat a double amputee became the owner/operator of a Little Caesars Pizza franchise last month in Paducah, Ky. For Paducah native Robbie Doughty, joining the Army was a boyhood dream that became "a calling." He served as a career soldier and pushed to get assigned to Iraq after 9-11; two months after arriving in the combat zone he returned home wounded. He never lost his gung ho spirit and completed rehab in record time. He went home to Kentucky on artificial legs after only five months training on his new prosthetics. Last year, he received a call from Little Caesars Pizza founder Mike Ilitch. The Marine Corps veteran had read about Doughty's injury and remarkable come-back spirit and "wanted to do something" for him. That "something" was to give Doughty a Little Caesars Pizza franchise in his hometown free and clear - building, equipment, even a special chair for Doughty behind the counter. Ilitch, family members and community leaders gathered at a formal presentation ceremony in January. One more person was on hand, Doughty's Army Special Forces boss, Lloyd Allard, the man he trusted his life to in Iraq and who now joins him as business partner in the new franchise. Ilitch hasn't stopped helping disabled vets. He created the Little Caesars Veterans Program, which provides franchise business opportunities to qualified, honorably discharged veterans transitioning to civilian life or seeking a career change. The program, coordinated with the VA Veterans Enterprise Center, offers disabled veterans who qualify deep discounts on Little Caesars franchise costs and free start up support including favorable financing, opening support and reduced fees - a package worth up to $68,000.

VA's HIV Clinical Case Registry: VA's HIV Clinical Case Registry is helping advance research for veterans and others who are HIV-positive. The HIV registry is the largest database of its kind in the world, and it is helping VA track medical services, pharmaceuticals and patient outcomes for persons with HIV, while maintaining patient anonymity. Yale University is using the HIV Clinical Case Registry for its Veterans Aging Cohort Study (VACS), in which researchers are comparing health services use, costs of care and survival in a cohort of more than 33,000 HIV-positive veterans and 66,000 matched HIV-negative control patients at VA medical facilities. Late last year, the National Institute of Alcohol Abuse and Alcoholism (NIAAA) awarded a five-year, $13 million continuation grant for VACS to examine the impact of aging and alcohol use among persons with and without chronic HIV. Today, HIV infection is a long-term, chronic disease. VACS principal investigator Amy Justice of Yale School of Medicine and the VA Connecticut Healthcare System notes that, "As HIV-infected patients are living longer, they are facing a host of conditions associated with aging, HIV behaviors, and HIV treatment.
Findings from VACS will help clinicians and HIV-infected patients understand how to optimize their medical care."

Federal Holiday on Tuesday: We have received direction from Secretary Nicholson's office regarding the National Day of Mourning for Former President Ford on Tuesday, January 2, 2007. All VA medical centers, including VA Puget Sound Health Care System and our Community Based Outpatient Clinics, will have full clinic, inpatient services and operating room schedules as originally planned; direct patient care activities will continue as usual on Tuesday. For any clinic, surgery, and procedure schedules that were prematurely canceled, all patients must be called back and their appointments reinstated for Tuesday, January 2, 2007. Service Line Leaders will determine which staff, not directly involved in patient care and whose absence will not impact the timely delivery of care to our veterans, will be excused on Tuesday. Support services for patient care and patient care staff such as housekeeping, diagnostic and clinical support services, and canteen will be staffed at a level to provide full clinical operation. Most employees who work on Tuesday, January 2, 2007, will be entitled to holiday pay. Separate guidance on holiday pay and ‘in lieu of day’ for employees on a compressed work schedule will be issued shortly through normal Human Resource and Payroll channels.

New Primary Care Clinic Opening Postponed: New Primary Care Clinic Seattle Opening Postponed: The ribbon-cutting and opening of the new second floor addition to the Diagnostic and Treatment Building, for the new Primary Care Clinic Seattle (formerly the GIMC), has been postponed from Monday, January 8, to Monday, January 29. An employee preview of the space will take place on Friday, January 26, from 8 am to 5 pm, during which time all VA employees and volunteers are invited to walk through and see the new clinic. All patients are advised that Primary Care Clinic Seattle appointments will continue to be held in the GIMC space in Building 18 until Tuesday, January 23. The clinic will be closed January 24 – 26 as staff move into the new clinic space. Appointments in the new clinic will begin at 10:00 am on Monday, January 29.

Relocation of Clinics: Effective Thursday, July 27, 2006 and for approximately four months, the Orthopedic and Urology Clinics have been temporarily relocated from the East Clinic to the east wing of the fifth floor of Building 100 ("5 East"). Temporary signs will be posted in the East Clinic and on the 5th floor directing Orthopedic and Urology Clinic patients to the new clinic location. All other clinics normally scheduled in the East Clinic will remain there while the seismic project is underway.

Risse Memorial Lecture: The 14TH Annual Steven C. Risse Memorial Lecture has been scheduled at American Lake on September 15, 2006 at 9:00a.m., in the Auditorium-Building 9. Noted guest speaker is Dr. Robert T. Rubin. Dr. Rubin is an affiliate member of the McGowan Institute for Regenerative Medicine, is the Chair of Psychiatry and Mental Health, VA Greater Los Angeles Healthcare System, and Professor and Vice-Chair of Psychiatry at UCLA. He is also Adjunct Professor of Psychiatry at the University of Pittsburgh, School of Medicine. Dr. Rubin had been an Associate Director of the Pittsburgh Tissue Engineering Initiative (PTEI) from its inception in 1994 to 2004, and Director of PTEI's Educational Programs from 2000 until 2005. In the latter capacity Dr. Rubin had administrative oversight for PTEI's Summer Internship Program, Teacher Education Program, and Postdoctoral Fellowship Program. Dr. Rubin's record of publications includes 260 articles in refereed journals and book chapters. He recently co-edited two multi-volume treatises, The Encyclopedia of Stress and Hormones, Brain, and Behavior. He also was editor for 11 years of the journal, Psychoneuroendocrinology. ACCESS Van Pick-up/Drop-Off: During the power outage, the ACCESS van pick-up and drop-off location was changed. Please note, the ACCESS van pick-up and drop-off location has now been restored to the south side of the medical center in the driveway between Buildings 18 and 33. As usual, after 4 pm and on weekends, the location changes to the north side of the medical center near the Urgent Care entrance.

Seattle Facility Power Outage: Based on a thorough assessment of the damage resulting from an electrical fire Monday afternoon, limited power will remain for the rest of the week in buildings 1, 18, and 22. Temporary generators are in place; however, elevators remain non-functional in Buildings 1 & 18. Fire alarms are non-functional in Buildings 1, 18, and 22; however, there is still sprinkler coverage. Building 33 has temporary generator service.
Because we anticipate disruption to normal activity in building 1 the remainder of the week, all food service will be provided in Building 100 until further notice. Please consider staggering lunch breaks to reduce congestion.
Outpatients should proceed to check at their normal clinic areas unless they have been instructed otherwise by their clinic. Affected outpatient care will continue to function in alternate locations at Seattle. Patients are being notified by telephone of clinic changes for the remainder of the week. Patient questions can be directed to the Telehealth line at either (206) 277-4200 or 1-800-329-8387, extension 71234.
We anticipate this disruption will continue through COB Friday, June 30, 2006.

Data Stolen on Veterans: The Department of Veterans Affairs (VA) has recently learned that an employee, a data analyst, took home electronic data from the VA, which he was not authorized to do. This behavior was in violation of VA policies. This data contained identifying information including names, social security numbers, and dates of birth for up to 26.5 million veterans and some spouses, as well as some disability ratings. Importantly, the affected data did not include any of VA's electronic health records nor any financial information. The employee's home was burglarized and this data was stolen. The employee has been placed on administrative leave pending the outcome of an investigation.

4-Man Scramble: A 4-Man Scramble will be held on Saturday, May 27, 2006, 9am, sponsored by the American Lake Division Golf Course. VA Social Worker of the Year: Taylene S. Watson, Director of Social Work at the Puget Sound Health Care System was selected as the VA Social Worker of the year for 2005. This award is presented by the Uniformed Services Social Work(USSW) for exemplary skill in the delivery of social work services and clinical care to patients and their families in the department of Veterans Affairs. The USSW selects one social Worker of the Year from each branch of the Military, Health and Human Services (HHS) and the Veterans Administration (VA). This is a great honor as she was selected from 4400 VA Social Workers. She will be honored with a luncheon and presentation of the award in Washington, DC in August 2006. Marianne Marks Volunteer Scholarship Award: Marianne Marks was an exemplary employee of VA Puget Sound and outstanding citizen and community leader. In her honor a one time scholarship of $500 has been awarded to a graduating high school student each year since 1999. The scholarship is paid directly to the College, University, or Technical School the recipient will be attending. This year the scholarship will be awarded to a deserving VA Volunteer senior high school student who demonstrates the qualities, citizenship and service that characterized her life. The criteria for consideration for this scholarship are: The Volunteer student must be a Senior in high school and plan to enroll in a post high school education program. This may be a College, University or Technical school. The individual must have volunteered at least 100 hours in a position that involved patient contact. The Volunteer time may be split between Puget Sound and an outside organization, with at least 75 hours at Puget Sound. (A statement from an outside organization on their letterhead is required to verify outside volunteer hours.) The individual should be recommended by 3 of their teachers. The individual must be well rounded and respected by their peers.
Nominations for the scholarship will be reviewed by a group of 4 people and the award will be announced at the annual Volunteer Recognition Ceremony on May 13, 2006. Health Clinic for Washington: U.S. Senator Patty Murray today announced that the Department of Veterans Affairs has approved the establishment of a new Community Based Outpatient Clinic (CBOC) in North Central Washington. The new clinic will provide primary and mental health care for the 26,000 underserved veterans in Chelan, Douglas, Ferry, Grant, Kittitas and Okanogan counties. Automatic External Defibrillators: Every year about 300,000 Americans die of sudden cardiac death. While some of the victims have known coronary artery disease or heart attack warning signs, about 1/3 have no warning and no related medical history. It has been known for many years that carefully applied electrical shocks can restore a normal cardiac rhythm to a victim of cardiac arrest. Hence, the sooner the Automatic External Defibrillator (AED) is utilized the more likely it is that it will be effective in restoring a normal heart. VA Puget Sound Health Care System plans to distribute AEDs so that they can promptly be used by visitors and medical center employees, thus saving lives of patients with sudden cardiac death throughout the facility. The AEDs are less complicated, automated versions of the defibrillators that Code Team personnel have used for years. AEDs are intended to be operated by individuals who have received proper training in their use and within a system that integrates all aspects from first-responder care to hospital care. AED’s are distributed throughout buildings and in elevator lobbies at both Seattle and American Lake campuses. An unskilled operator may use an AED since it provides automated verbal instructions (a loudspeaker saying instructions). If you see a person who has collapsed and is unresponsive, go to the nearest telephone and dial 911 to report a possible cardiac arrest. You may then follow the ABC’s of CPR and if needed, place the AED on the victim and follow the instructions spoken by the machine. The leadership and clinical staff of VAPSHCS are proud to support another lifesaving measure for our patients, visitors, and employees.

Radon Exposure: The Office of the Federal Environmental Executive, the Environmental Protection Agency (EPA), the U.S. Surgeon General, and organizations nationwide encourage Americans to reduce their exposure to radon in indoor air. Radon is the leading cause of lung cancer among nonsmokers and the second leading cause of lung cancer after smoking. Radon is created by the decay of uranium found naturally in the ground. EPA estimates that about 20,000 lung cancer deaths each year are radon-related. The U.S. Surgeon General and EPA recommend all homes be tested and those having an elevated level be fixed. In January 2005, the U.S. Surgeon General, Dr. Richard Carmona, issued a national radon health advisory. About one in 15 American homes has a level of radon that should be reduced. FBI E-Mail Scam: THE FBI IS NOT AFTER YOU - at least not via e-mail

The FBI warned the public this week not to be fooled by a new e-mail scheme in which messages tell recipients their Internet use is being watched by the FBI.
The e-mail messages try to get recipients to open an attachment and answer questions. The FBI did not say whether the attachments have been shown to contain viruses or other threats, but said it is investigating the matter.
"Recipients of this or similar solicitations should know that the FBI does not engage in the practice of sending unsolicited e-mails to the public in this manner," says to a statement on the FBI Web site.

No Review of PTSD Cases: The Department of Veterans Affairs (VA) will not review the files of 72,000 veterans currently receiving disability compensation for post-traumatic stress disorder, the Department's secretary announced today. On May 19, 2005, VA's Inspector General reported on an examination of the files of a sample of 2,100 randomly selected veterans with disability ratings for post-traumatic stress disorder (PTSD). The IG cited insufficient documentation in the files and a dramatic increase in veterans filing for disability compensation for post-traumatic stress disorder since 1999. "We have now just completed our own careful review of those 2,100 files cited in the IG's report,'' said the Honorable R. James Nicholson, Secretary of Veterans Affairs. "The problems with these files appear to be administrative in nature, such as missing documents, and not fraud." "In the absence of evidence of fraud, we're not going to put our veterans through the anxiety of a widespread review of their disability claims,'' Nicholson said."Instead, we're going to improve our training for VA personnel who handle disability claims and toughen administrative oversight." "Not all combat wounds are caused by bullets and shrapnel," Nicholson added. "We have a commitment to ensure veterans with PTSD receive compassionate, world-class health care and appropriate disability compensation determinations."

Jury Duty Phone Call SCAM: There has been a recent series of SCAM phone calls about bogus jury duty failures. The scammer will claim to work for the local court and say you've failed to report for jury duty. He will tell you that a warrant has been issued for your arrest.
The point of this scam is to so rattle the caller that they will give out their name, address, social security number, etc. to "clear up this misunderstanding".
So far, this jury duty scam has been reported in Michigan, Ohio, Texas, Arizona, Illinois, Pennsylvania, Minnesota, Oregon and Washington state.
In reality, court workers will never call you to ask for social security numbers and other private information. Action: Never give out your Social Security number, credit card numbers or other personal confidential information when you receive a telephone call.

Free Flu Shots for Veterans: Annual Vaccination Clinics are scheduled, Monday through Friday, starting October 24th to November 4th, from 7:30 am to 5 pm. Flu shot locations are at the Seattle Division in the basement of Building 100, Room BB-108 and at American Lake Division in Building-9, which is the auditorium, located near the flag pole. New this year, veteran family members and veteran home care givers have optional flu shots at a cost of $25 through special arrangements with Prevention-MD which is an outside agency. This service will be available from 10am to 2pm as vaccine is available. They will take cash or checks or bill Medicare or Secure Horizons. The VA provides flu shots free for our veterans but will not pay for shots provided by Prevention-MD.

Diabetes Classes 2005: VA Puget Sound is hosting diabetes classes for all veterans with diabetes mellitus, newly diagnosed or those with existing diabetes who want an update may attend. Families and significant others are also invited to join us and participate!

Front Entrance Closed: Effective immediately, the front drive loop at the Seattle Division, Building 100, has been closed and all traffic has been re-directed towards the flag pole by Spinal Cord Injury. All drop-offs will be at this location. ONLY Police, Emergency, and contractor vehicles will be allowed into the restricted area. This will be in effect for approximately one year or until the second floor addition to Building 100, D&T is completed. We realize this is a big inconvenience to all patients, visitors, and staff, but it must be done for the safety of ALL. Incarcerated Veterans: VA is prohibited under CFR 38, Section 17(c)(5) from providing hospital and outpatient care to an incarcerated veteran while an inmate in an institution of another government agency when that agency has a duty to give the care or services. The only exception to this prohibition is VA compensation and pension (C&P) examinations.
Incarcerated veterans do not forfeit their eligibility for VA medical care, so VA may provide care once the veteran has been unconditionally released from the penal institution. Veterans interested in applying for enrollment in the VA health care system should contact the nearest Department of Veterans Affairs health care facility upon their release.

Medical Care Cost Recovery: On May 24, 2005, the new national VA Call Center will begin accepting calls from VISN 20 veterans. The trained and friendly staff at the call center will assist veterans with billing statement questions regarding VA co-payments. They will have access to view the patient billing records and retrieve the information they need to answer questions quickly. This program is coordinated by the VA Health Revenue Center in Topeka, Kansas. The number that patients need to call is (866)290-4618.

Women's Clinic Opening: We are happy to announce the opening of the new Seattle Women's Clinic. On June 6, 2005, from 11:30am - 1:30pm, there will be an opening/ribbon-cutting. Ms. Nielsen and Dr. Tom Martin will say a few words, refreshments will be served, and tours of the new clinic will be conducted. We are pleased to be able to offer our women veterans a more spacious and private clinic space.
Please join us in celebrating the opening of this new clinic. We are located near our old clinic space, between West Clinic and the new registration area. Our entrance is from the front of the hospital.

Hepatitis Awareness Month: Hepatitis C is a priority of the Department of Veterans Affairs (VA). Any veteran enrolled in VA care with one or more risk factors for the disease, or who requests to be tested, is encouraged to do so. And the good news is that if that veteran has hepatitis C, VA is an excellent place to receive care. No other health care system cares for more patients living with hepatitis C. VA is the Nation’s leader in hepatitis C screening, testing, and treatment. May, National Hepatitis Awareness Month, is an opportunity to let veterans know more about hepatitis C and how VA can help and to remind veterans and the VA health care community that a wealth of information is available to improve care for hepatitis C.

Women's Health Fair: In Honor of National Women's Health Week (May 8-14, 2005). Come learn about what the VA offers women veterans in order to stay healthy both physically and mentally. There will be VA staff from a variety of specialty clinics that focus on women's health issues to educate women veterans about services we offer and raise their awareness on gender specific issues. Community agencies will be available to let women veterans know about their services. There will be a speaker to discuss health disease prevention. There will also be healthy snacks and drinks available! This is open to all women veterans; we hope you can join us!

Latest Construction News: We’ve shed our skin! Alert folks may have noticed this week that panels covering the exterior of the Diagnostic and Therapeutic building’s second floor facing west have disappeared. The contractor has removed them to gain access to the building’s steel super structure, onto which new steel beams will be welded, creating a framework for the new 2nd floor GIMC clinic space. Gleaming new, pre-formed exterior steel panels and window systems will be installed after the framework has been completed. Of course this continues to be a noisy process and everyone’s continued patience with the sounds of improvement is appreciated.

Patient Parking: There will be a parking change at The American Lake Division. Another floor is now occupied in Building 85. This has increased patient and veteran visits to Building 85. In order to provide easy and convenient access for our veterans, the parking lot directly across from the main entrance to Building 85 has been converted to patient parking only. Employees can park in the following lots: The main lot across from Building 81, the lot behind Building 18 or the lot behind Building TR-5. These lots are the closest to Building 85 for employee parking.

Sleep Disorder Clinic: The Sleep Disorders Lab , serving the Pacific Northwest Veterans Community, is located at the American Lake Division VA Hospital in Tacoma, Washington. This facility is a full service sleep disorders lab that performs state of the art sleep diagnostics on-site on an outpatient basis.

Stress Awareness Month: What better time than April for Stress Awareness Month -- the month incomes taxes are due. While stress is a natural part of life, it is important to appropriately manage it in order to reduce negative health impacts. Mismanaged stress can lead to chronic fatigue, body aches, change in appetite, and increased use of alcohol, drugs, or cigarettes. VA sponsors a wide range of basic, clinical, and genetic studies on stress. In fact, VA is currently conducting a study on the effectiveness of a stress-busting program for
caregivers of patients with neurological diseases. The following tips are ways to help manage stress and reduce its negative effects on your life: Exercise regularly, such as a half hour every day. Be sure to check with your doctor first before changing exercise habits. Get an adequate amount of sleep every night, between 6 to 10 hours. Use humor and a positive attitude to overcome negative thoughts. Drink plenty of water, between 4 to 8 glasses a day. Take time out for yourself to do something you enjoy.

Volunteers Make A Difference: During fiscal year 2004, (1387) VA Puget Sound Health Care System volunteers served over 182,000 hours assisting staff. VA Voluntary Service organizations, volunteers, individuals and groups from our local community contributed $241,117.05 in cash and in-kind donations for veteran patients' benefit.
